Key to the success of any community-based program is the establishment of a planning team. In the case of wellhead protection, this team should represent everyone interested in and/or affected by the program. This might include elected officials, local and state government agencies, service organizations and interested citizens. The planning team should determine the goals of the program and the roles and responsibilities of the participating organizations, agencies and individuals. The planning team should make an effort to involve the public in all aspects of developing and implementing the program and to secure the public's support for the program through continued public education.
