California’s approach to managing water faces new demands in the form of rising urban populations, new legal protections for endangered species and water quality, and a $28 billion per year agricultural industry. These new demands exist in an inflexible allocation system based largely on unquantified and unclear entitlements to surface water and groundwater, and in a time when new, on-stream surface storage projects go without consideration.
